🚨 Hearing Alert: Federal Funding Freeze & Its Impact on Alaska 🚨
Next week, the House Judiciary Committee will hold a critical hearing on the Trump administration’s directive requiring federal agencies to immediately halt funding to communities nationwide.
I have formally requested the commissioners from the Dept. of Education, Family & Community Services, Health, Law, Military & Veterans Affairs, Natural Resources, and Public Safety testify on how this unprecedented funding pause impacts their ability to fulfill their constitutional duties.
Your voice matters—let us know how this funding freeze affects you. Rep.Andrew.Gray@akleg.gov #AKLEG #AKGOV

55,000 Alaskans are foreign-born, spend $1.8 billion annually, & are essential to our workforce & economy. Watch these clips from Judiciary Comm 2/19; questions of legal status are complicated. Featured: Issa Spatrisano (CSS-RAIS); Tetyana Robbins (Project Alaska) 1/7 Tetyana Robbins, Dir. of Project Alaska, moved to AK from Kharkiv, Ukraine, over 20 years ago. When Russia invaded her home country in 2022, her organization helped move 2000+ Ukrainians to AK. Alaska needs these essential skilled workers with no homes to return to. 2/7 Issa Spatrisano, Alaska State Refugee Coordinator for Catholic Social Services' Refugee Assistance and Immigration Services (RAIS), explains that refugees want to work, & they must work. Refugees are grateful to be here and work hard to stay. #RefugeesWelcome 3/7 Anna Taylor, Dep. Dir. of Alaska Institute for Justice, explains that undocumented Alaskans are especially vulnerable to human & sex trafficking. If you or someone you know is not being paid for work in AK, call AIJ: 907-279-2457. Every worker is entitled to fair pay. 4/7 Deepika Ramesh Perumal directs the Alaska Literacy Program which provides free adult education classes to anyone who needs them. As an immigrant herself she understands how essential learning English is to thriving in Alaska. Based in Anchorage, ANYONE can attend ALP. 5/7 Kirk Rose, Dir. of Anchorage Community Land Trust, is an expert on entrepreneurship. He knows immigrants start more new businesses than their native-born counterparts in Anchorage. In short, refugees are the engine of our local economy. We must support them. 6/7 Thanks to Mara Kimmel (ACLU), Issa Spatrisano (CSS-RAIS), Anna Taylor (Alaska Institute for Justice), Kirk Rose (Anchorage Community Land Trust), Tetyana Robbins (Project Alaska), & Deepika Ramesh Perumal (Alaska Literacy Program) for presenting on AK immigration. 7/7 #akleg

We have an urgent need for increased education funding in Alaska. AK has unique challenges -- the cost of fuel, food, travel, et al -- with record inflation and NO INCREASE, we have massively cut funding. No other dept has been treated this way. WE MUST INCREASE THE BSA. #akleg

HB 101 raises the age of sexual consent in AK from 16 to 18. In other aspects of the law, anyone under age 18 is a minor. But when it comes to sex, the law treats 16 & 17 year olds as adults. Most folks aren't aware of this; predators are. (See clips from 1st hearing). #akleg Keeley Olson is the executive director of Sexual Trauma Prevention and Response (STAR) based in Anchorage. Very grateful for her powerful testimony in support of HB 101 which raises the age of sexual consent in Alaska from 16 to 18. Josh Moore with Alaska Public Safety Employees Association (PSEA) provided his perspective working in law enforcement in rural Alaska. He, too, supports HB 101 which raises the age of sexual consent from 16 to 18. Randi Breager the Executive Director of Alaska Women's Aid in Crisis (AWAIC) testified in support of HB 101 to raise the age of sexual consent from 16 to 18. Our final testimony was from a youth advocate who spoke of her personal experience of assault & her struggle to be taken seriously. She was a child who was treated like an adult. She supports HB 101 which would raise the age of consent from 16 to 18.

What we learned in HHSS: people with multiple comorbidities cost the state a ton of money. When we refuse to fund our education system and cut all sports programs, we create people with multiple comorbidities. Fund our education system; make Alaska healthy; reduce costs. #AKleg

Grateful to Sen. Merrick & Rep. Fields for their bills (SB15 & HB 68) which incorporate my bill from last year to post at all alcohol points-of-sale: "Alcohol use can cause cancer, including colon & breast cancers." Also, thankful to Jesse Sumner who when confronted with new information changed his mind (a rarity in politics) & championed my bill. #akleg

On Monday, Feb. 3, AK House Judiciary held a hearing on potential funding impacts on our state from Federal Funding Freezes. See excerpts of testimony below. Suffice it to say, Alaska depends on federal $$; our economy will crash without it. #AKleg Laurie Wolf from The Foraker Group highlights the economic impact of cutting nonprofit jobs and how it could affect 55,000 Alaskans. Jasmine Boyle of Rural Cap discusses how often money is spent and then the federal government reimburses. What happens when the government reneges on its agreement? Jocelyn Fenton from The Denali Commission explains potential effects that funding delays would have on already approved statewide construction efforts. David Traver, former president of American Federation of Government Employees highlights the number of offered resignations in Alaska and the 11.070 Alaskan federal workers this may affect, 335 of those being veterans. Vivian Korthuis with Association of Village Council Presidents voice concerns on about services provided among 56 Alaskan tribes and the possible impacts they will face if funding is cut.

On Friday I gaveled into the Alaska House Judiciary Committee for the first time this session. I encouraged debate, promised to allow difficult conversations, and remembered former Chair Max Gruenberg in whose room our committee meets. #akleg
