Speaker Mike Johnson (R-LA) said he still plans to bring House Republicans’ budget resolution to the floor this week despite currently lacking the votes to approve the measure that would unlock reconciliation powers for President Trump’s agenda. “There may be more than one,” he said when asked Monday about a possible GOP “no” vote. “But they’ll get there. We’re going to get everybody there.” The speaker is operating with a 218–215 majority, meaning he can afford to lose only one Republican vote on any measure. There are two vacant seats in solidly red Florida districts that are set to hold special elections on April 1. The speaker is hoping to have two new Republicans in the chamber to pad his margins by the time Congress votes on the actual reconciliation bill, which will be crafted in accordance with the budget resolution. The House GOP budget resolution would tee up tax cuts that add $4.5 trillion to the deficit over the next decade as well as $300 billion in new spending for the border and defense. It seeks to cut spending by about $1.5–2 trillion and would raise the debt ceiling by $4 trillion. Speaker Johnson finds himself in a delicate balancing act, facing pressure from moderate Republicans wary of deep cuts, particularly to Medicaid, as well as from fiscal hawks who want enough spending cuts to offset the price of the tax portion. “I don’t think anyone wants to be in front of this train. I think they want to be on it,” he said, projecting optimism that he’ll ultimately get enough Republicans on board. The speaker pushed for the one-bill reconciliation strategy over the Senate’s two-bill approach, hoping that it would be easier to get his more fiscally minded members to swallow the tax cuts by sweetening it with border and defense initiatives. The House intends to hold a vote Tuesday afternoon on the budget resolution.
